- hooks: notification types (CRUD), sent list, overview, sms blacklist
  (list + delete); NotificationType/Notification/SmsBlacklist row types.
- /admin/notifications: tabbed — قالب‌ها (template CRUD modal), ارسال‌ها
  (overview KPIs + sent list), لیست سیاه (unblock).
- sidebar "اعلان‌ها" nav link.
